HP Smart is likely enforcing the ink use policy already present in the printer you purchased.

If you purchased one of the printer models that comes with HP+ as part of the machine, then you must sign up for HP+.  I'm aware of a couple of laser printer models that are "HP+" only.

If you purchased an InkJet Printer where HP+ is an option, you need only choose to set up the printer without the HP+ service.

That said,

New HP Printers are protected with Dynamic Security.

The printer requires HP Cartridges -- which might be able to be reused.

The key is the HP chip in the cartridge.
