Recently updated to Windows 11 so I don't know if this is related to my problem.
I am using the HP Scan app. It immediately goes to the message. In the past when this occurred I would shut the scanner and remove the power cord for 30 seconds and then plugged in. This usually solved the problem. Not this time.
I have been using a USB 3.0 cable. I switched to USB 2.0 (two different cables) but continued to receive same message.
I went to settings - blue tooth & devices - printers and scanners - HP 3500 f1 scanner
The scanner is listed. One at least one occasion I was able to access the scanner through the settings and scan some items. When I tried it again today, I am not getting a "problem connecting to scanner" message.
My next step was to remove the device and reinstall it. I reloaded the full driver package but I am still not able to scan.
What's my next step to solve this problem. It is extremely frustrating. Thank you.

I have a ScanJet Pro 2000 S1 and the ONLY way to make it work with Windows 11 is to completely uninstall the HP software, then reinstall (you can skip the alleged required Windows restarts). The scanner will work until the ScanJet goes to sleep. Then you have to do an uninstall/reinstall. No other method will restore functionality including:
- disconnecting/reconnecting the USB cable (Windows plays the sounds detecting removal/adding)
- disconnecting/reconnecting the power cable (Windows plays the sounds detecting removal/adding)
- disabling/reenabling the device in Windows Device Manager (interesting Windows sees the scanner, but HP's own software can't)
This scanner works perfectly in Windows 10. Clearly, HP has an issue with their software with Windows 11 and has issued no update, no advisory, and no assistance. The message saying it can't find the device is rather telling when Windows Device Manager clearly sees the device. It's the HP software.

I can confirm that there is a compatibility issue between the HP Scanjet Pro 3500f1 & Windows 11 PC's.
When I contacted HP support, they were not aware of there being any issue - so from this I cannot tell you if they are working on a solution or not.
Description of the fault is that when opening HP Scan (the scanning software for this scanner), an error message window is displayed, stating "The HP Scanjet Pro 3500f1 Flatbed Scanner was not found".
This error message comes up instantly, without any delay.
On the scanner display screen, it shows that it is connected to the computer correctly, by showing the text "HP Scanjet Pr 3500 f1". (If the scanner was not able to see the computer, it would instead say "USB Error, There is no computer connection."
I have found the workaround is to restart the computer while the scanner is connected via USB cable & powered on. When the computer has finished restarting, the HP Scan software will no longer return the error message, and instead detect the scanner, and document scanning will then be possible.
