@Patowen, Welcome to HP Support Community,

Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue

If you're experiencing difficulties installing the scanning drivers for your HP OfficeJet 4650 All-in-One Printer using HP Smart, particularly if the installation is stuck in a loop, here are a few steps you can take to troubleshoot and resolve the issue:

Check the Operating System Compatibility: Ensure that your operating system is compatible with the printer drivers. If you're using Windows 11, verify that the OfficeJet 4650 is supported by checking HP’s compatibility list for Windows 11.

Remove Previous Installations: Uninstall any previous driver installations that might be conflicting. You can do this through the "Add or Remove Programs" feature in Windows. Look for HP OfficeJet or HP Smart and uninstall them.

Download and Install Drivers Manually: Consider bypassing the HP Smart app and downloading the full feature driver directly from the HP Support website. This can help avoid the issues caused by automated installations.

  • Visit HP Software and Driver Downloads.
  • Enter your printer model and select the appropriate operating system.
  • Download the full feature driver and follow the installation prompts.

Ensure Connectivity: Make sure your printer is properly connected to your computer, either via USB or through your network. If you’re using a network connection, verify the printer’s IP address is stable and correct.

Check Firewall Settings: Ensure that any firewall on your computer is configured to allow the HP Smart app or HP installer to communicate with the network. It may be necessary to temporarily disable the firewall or create rules to allow traffic from HPNetworkCommunicator.exe.

Run Printer Diagnostic Tools: Use any available HP diagnostic tools to check for potential issues with your printer setup. These tools can identify and fix driver or connectivity problems.

Update Your System: Ensure your operating system is up to date with the latest updates and patches, as outdated software can sometimes cause installation issues.

I hope this helps.

Please feel free to reply here if you have any questions or if you need further clarification on any of the steps.

Take care and have a good day.
