Your post did not capture your Operating System/version.

True -- Printers of this model type lack a full size printer control panel that supports extra features, including Copy Resize.

 Make copies with an HP printer

Next,

Scan the content at it's original size and save it as a document or a photo file.

Use an application or software that understands Scale (percentage of 100%) to print the file.

General Examples

Your browser perhaps understands Scale.

Use the browser to open and print your PDF at the Scale (size) you want it done.

Sample

Open your file manager (for example, File Explorer in Windows)

Navigate to the folder location where you saved the scanned file.

Right-Click on the file name →  Properties →

Make note of the full path of the file, including the name of the file.

Example - File Properties plus the name of the file

C:\Users\Dragon\Documents\Print_Booklet.pdf

Next,

Open Firefox (or your favorite browser) to a blank URL / new Tab

Paste the path and the name of the file into the URL and click the Enter key to open the file

Select to Print the file

Select the Scale

Optionally select other settings

Print

Next,

Open the saved Image file in Windows / Microsoft Photos and Resize the file.

Save under a different name.
