Welcome to HP Forums, this is a great place to get support, find answers and tips.
Thank you for posting your query, I'll be more than glad to help you.
I understand that you are getting an error message on your HP OfficeJet 4650 All-in-One Printer that 'fax component has become damaged and cannot perform the fax test'.
This could be a hardware issue with the fax component in the printer.
And here's the step by step guide for you to perform a hard reset on the unit:
1.Turn the printer on, if it is not already on.
2.Wait until the printer is idle and silent before you continue.
3.With the printer turned on, disconnect the power cord from the rear of the printer.
4.Unplug the power cord from the wall outlet.
5.Wait at least 60 seconds.
6.Plug the power cord back into the wall outlet.
NOTE: HP recommends connecting the printer power cord directly to the wall outlet.
7.Reconnect the power cord to the rear of the printer.
8.Turn on the printer, if it does not automatically turn on. The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
9.Wait until the warm-up period finishes and your printer is idle and silent before you proceed.
If the issue still persists, then it could be a hardware issue with the fax module and hence, you may need to contact HP Phone Support for further assistance at the link: www.hp.com/contacthp
You have a good day ahead.

To: Rainbow 23 or other HP Employee:
***Recommended Resolution is not Maintained/not Continuous!***
The step by step guide given in your reply for problem presented on 2/28/17 (reply 3/1/17) - did initially solve the problem, and I was able to fax - BUT - the Error Message again occurred a few days later when ready to fax/do fax test: 'Fax component has become damaged and cannot perform the fax test. For more information contact HP support'. A Repeat of the step by step guide given, AGAIN corrects the problem - and for that day I can do a few faxes, but a few days later this is not possible again!
*[The All-in-One is left idle most of the time(sleeping), and is not used everyday. Once after fixing the problem with your solution- I completely turned off power (shut-down) and then restarted the machine; at that time the fax still continued to work, but a few days later, no faxing was possible again - with the same Error Message appearing.
Please, let me know how to sustain this temporary solution, and so have continued faxing capability. Thanks.
