Must I have my HP Office Jet Pro 9015 connected to a physical phone land line in order to use fax fuctions?

Indeed, the fax provide analog fax capabilities and require a phone landline connection.

 

You may check the Mobile Fax feature which allow sending faxes from the HP Smart app with no phone line connection, this is currently offered as a free trial but will have a fee in the future (No payment details are even asked, when the service will end its trial period in some months, plan option will be offered and only then billing details will be required if you would like to keep using the service):
