Operating System: Microsoft Windows 7 (64-bit)

I have spent over 3 hours trying to figure out why my OfficeJet 8710 will receive faxes, and send/receive the HP test fax but I have 3 numbers I'm trying to send a fax to and neither one works. I always get a "recipient busy" notice. Every link in other threads that I have tried to view give me the 404 page not available. Anyone have any idea on what to try?
