I understand your HP 9010 series printer and your question about faxing without a phone line. Let’s go through a few steps to clarify your options:

Understand the printer’s built-in fax
The built-in fax feature requires a telephone line connection. The printer cannot send traditional faxes over Wi-Fi alone because the fax modem uses analog signals from a phone line.

Use HP Smart Mobile Fax
You can send faxes over the internet using the HP Smart app. This allows you to send documents without connecting the printer to a phone jack.

Send directly from your phone or computer
Using Mobile Fax in the HP Smart app, upload your document and send it digitally. The printer does not need to be involved in the process.

Avoid VoIP for traditional faxing
Connecting the printer to a VoIP adapter may work, but reliability is not guaranteed and some pages may fail to transmit.

Choose the easiest option
For faxing without a phone line, the HP Smart Mobile Fax option is the recommended method and provides a consistent, reliable experience.a

I hope this helps.
