HP 3830 How to fax wirelessly?

I have an HP 3830, which I'm told can fax without a connection to a land line.  I tried to enter my serial # and product # in my account, but it always says the service is temporarily unavailable.  When I run a fax test, it tells me it failed because it isn't connected to a land line.

As a rule, I don't contradict what people have been told - there is little point since I am willing to be wrong.

I also don't have a MacOS machine, which does make it more likely I'll miss something you can see.

The  User Guide does not indicate this printer works without a landline.
