The HP Printer Assistant is "tied" to the FULL software install.
During upgrade to Win 10, some PCs require a reinstallation of their printer sofwtare. (suspect this to be your case).
However, if you are just looking at Scanning, the HP Scan Extended offers the features you need for scanning (it's the latest HP Scan User Interface and it's available on all HP printers that is being shipped).
You can use it as a standalone scan software (with the latest UI).

One more follow-up if you don't mind. I need to both print and scan.
Am I better off using software now installed and adding the scan software you recommend to scan?
--or--
better to download latest Full software to get one program that can do both?
If the latter can yo point me to full software download?

If you need both print and scan, would recommend that you download and install the FULL feature software.
The following resource will help you :

Key in your printer model, Operating System and download & install the FULL feature software.
The HP Scan Extended can still be downloaded if you would like the new HP Scan UI.

Do you have a Logitech camera or other Logitech device? I have found on 2 different Windows 10 HP computers that the solution was to kill a Logitech service called "Process Monitor". Completely solved all scann/fax communication issues and restored full functionality of Scan to Computer (in my case over wired network).
