It would most likely be a hardware issue. Please do contact the HP Phone Support Team for which I have shared the contact details in the private message.

Let's try to reset the Printer here as it helps in removing any stored static electricity from the Printer which might be causing these issues.

  1. Turn the printer on, if it is not already on.
  2. Wait until the printer is idle and silent before you continue.
  3. With the printer turned on, disconnect the power cord from the rear of the printer.
  4. Unplug the power cord from the wall outlet.
  5. Wait at least 60 seconds.
  6. Plug the power cord back into the wall outlet.
  7. NOTE: HP recommends connecting the printer power cord directly to the wall outlet.
  8. Reconnect the power cord to the rear of the printer.
  9. Turn on the printer, if it does not automatically turn on.
  10. Wait until the printer is idle and silent before you proceed.

If the issue persists, please perform the remaining steps from this document: https://support.hp.com/us-en/product/hp-photosmart-premium-fax-all-in-one-printer-series-c309/373719...

If the issue still persists, for the next course of action, I have sent you a private message, for more details that cannot be shared in a public post.

Please do check your inbox on the forums page for the private message.

following your suggestion was not successful.. tried to follow the remaining steps as indicated in  document.

as noted earlier, carriage is stuck on right side and unable to move it to center-- as indicted in document steps.

the carriage/ink cartridges on the right side is blocked/covered by frame

any ideas?
