So we have in office network printer HP LaserJet Pro M428w connected via LAN. Some time ago scan stopped working via HP Scan software. It started to return an error on all devices where it was installed:
"The scanner failed to complete the scan. Verify that the scan feature is enabled in the device. For more information, contact your administrator or the person who set up the device.
If scanning is enabled, a problem might have occurred while applying your scan settings. Check the settings and try again. If the problem persists, contact support."
Both devices (lets call them Device1 and Device2), where I tested is with Windows 11. On Device1 I tried to reinstall everything, but after that it started to show new error:
"Scanner communication cannot be established. Please verify your device is powered on, that you are connected to the network and your network is functioning properly, and that the scan feature is enabled.
If all of these conditiones are correct, restart your device and try scanning again.
If you are still unable to connect to the device, check the following:
- If you are using USB or Ethernet cable, verify both ends of the cable aresecurely attached.
- If you installed the device using an IP address, you might need to update the IP address. (Use "Update IP Address" feature for this device in the Start menu.)
- If you are running firewall software, it may be blocking communication with the device. Please visit www.hp.com/go/wirelessprinting for help confguring your firewall"
On Device 1 I tried to delete everything and perform a clean install, but it didn't help (I deleted all drivers via Device manager and all devices in Local Print Server before new install) I installed HP LaserJet Pro M428/M429fdw Printer Full Software Solution, HP Universal Scan - Full Feature Software and Driver, HP Universal Scan - Basic Feature Software and Driver and even HP Scan Extended - nothing helps. Print works fine, but scan still returned error of communication. Meanwhile, when I going in printer settings from browser, I can scan from there. So from browser, laptop can see the scanner and can properly use drivers to scan. In device manager scanner location is Unknown. I tried to install it from Print&Scan Doctor, it says that everything installed and set, but nothing changes.
On Device2 Scan works via Windows Scan software, but not works with HP Scan. I didn't change anything here.
What else can we do to fix the issue? Right now in Device1 it tells that problems in connection ,but scans fine from browser, and on Device2 it scans with Windows software, but not with HP software.
From all syptoms I can say that connection with printer/scanner works and the issue is in software or settings, but I din't found where is the root.

I finally managed to fix issue with this printer/scanner. I just installed HP LaserJet Pro M428/M429dw Printer Full Software Solution from official website, but not adding printer during installation. After driver installed, I just added printer in Windows Settings -> Bluetooth&Devices -> Printers&Scanners -> Add printer.
It is very fun, that Microsoft works with HP drivers better, then HP software, because HP software even cannot find printer, while I could ping it and reach it via browser and standard Windows Add printer found it in a minute.
