HP OfficeJet Pro 9015

I have a new HP OfficeJet Pro 9015 connected to a Windows 10 laptop via USB cable.   I installed the printer software on the laptop via 123.hp.com.   I cannot scan from the printer (using the screen scan touch button) to the computer.  I get the message screen that I have to configure the computer.  But there is no option in the HP Printer software on the laptop to do this, it says feature disabled.   The HP Scan software on the laptop works fine, and I can initiate a scan from the laptop.  Printing is fine.  The ScanToPCActivationApp is listed in Startup.    I read about needing HP Print Assist but I don't have this app and was not given an option to install it from 123.hp.com.   I expected this to work out of the box.

Forgot to mention I tried the Print and Scan Doctor.   That did not help.
