Welcome to the HP English Community --
HP Scan and Capture was retired as of May 1, 2024.
True - the app was very popular.
From the Community page:
Note: From May 1, 2024, the HP Scan and Capture app will no longer be available (retired) in the Microsoft Store and HP will not release any further app updates. Alternatively, you can download HP Smart from the Microsoft Store. For more information on how to set up your printer using the HP Smart app, go to HP printer setup (HP Smart app).
HP Scan and Capture is no longer available from the Microsoft Store.
Can you find the HP Scan and Capture application elsewhere? Perhaps -- As with all applications or software not actually from a legitimate source, do be very careful of what you allow to be downloaded and installed on your computer.
The printer does support other Print and Scan applications and software.
Some of these options do require that the Full Feature Software / full driver printer software is installed.
Should you be interested, I can provide some examples.

HP OfficeJet Pro 8030 All-in-One Print EasyStart Printer Setup Software – Offline Use Only
In general, the web pack should load -
Download package > Save > Right-Click on the installation Package > Run as Administrator
If / When asked, opt for the Full Driver / Full Software to be installed.
Using USB? (Re)Connect when instructed to do so.
After the software is installed, Restart the computer and sign in.
