We recently moved a user from a Windows 10 system to a W11 laptop. We installed the full package drivers for the scanner and the drivers do allow for the user to launch the scanning process from the app on their Windows 11 Pro (10.0.26100) (en-US) HP OmniDesk Slim Desktop S03-0xxx system. Previously, on W10, the user was also able to launch the scan process from the scanner itself. We have tried to update the firmware on the USB connected scanner device but unfortunately it errored out. Anyone else have any luck getting this scanner to work properly with W11 drivers currently provided?

That’s a good question, and you’ve already done most of the right checks. The HP ScanJet Pro 2600 f1 works fine under Windows 11, but there’s a known limitation right now with front-panel scan initiation (Scan-to-PC) on certain builds of Windows 11 when using the current HP Smart/Full Feature driver package.

Here’s what’s happening, why, and what I’d recommend as best practice in this scenario:


1. Background on the Change

On Windows 10, the ScanJet software stack relied on a WIA event handler (the HP Scan service) that registered scan button events from the scanner’s firmware.
Starting in Windows 11 23H2+, Microsoft changed USB device event handling under the new Modern Driver Framework. HP’s older ScanJet Event Manager service doesn’t always register properly in the new model, so pressing the hardware Scan button no longer triggers HP Scan or NAPS2 — it just does nothing.

This doesn’t affect scanning from software (the TWAIN/WIA drivers still function correctly), but it blocks front-panel initiated scans.


2. Firmware Update Failure

Firmware flashing on the 2600 f1 via USB will fail if:

  • The HP Scan Extended service is running during the attempt.

  • The device is connected through a USB hub or dock (common on laptops).

  • You’re not using the 64-bit HP Firmware Update Utility that matches the firmware file version.

Try this exact sequence if you want to reattempt:

  1. Disconnect all other USB devices.

  2. Connect the scanner directly to a USB-A port on the laptop (no dock).

  3. Stop the HP Scan service in services.msc.

  4. Run the HP Firmware Update Utility as Administrator.

  5. Wait until the utility fully detects the scanner before starting the update.

If it still errors out, it’s not critical for scan function — firmware primarily affects scan-to-email and panel event logic, which Windows 11 already blocks at the OS level.


3. Workarounds

Until HP releases a Windows 11-specific Event Manager service:

  • Launch scans from HP Scan or NAPS2 in Windows instead of the front panel.

  • If you need one-button operation, configure an HP Quick Launch shortcut on the desktop that runs a specific scan profile.

  • For shared setups, HP’s ScanJet Pro 2600f1 WIA driver works well with Windows Fax and Scan, which can be pinned to Start for quick use.


4. Expected HP Update

HP has been rolling out revised event-handling services for the newer ScanJet Pro 36xx and 46xx series under Windows 11. The 2600 f1 hasn’t yet received that update as of Q4 2025. When it does, it’ll appear under the same driver page as an updated “HP Scan Extended” package or “Event Manager for Windows 11.”

For now, HP’s official recommendation (documented in their internal ScanJet support notes) is to initiate scans from software only on Windows 11.
