Assuming HP Twain has been installed with your Full Feature Software,
You are (or have been) using HP Twain Scan either as a separate call or from within another software (for example, Irfanview),
The HP Twain scan software might be hung (stuck, lost in the process list),
Possibly as a result of Windows thinking it is running the software "more than once" in the process list
Perhaps the process is running in a closed (minimized) instance.
If either of these are true, then
Finding and closing the running instance (in Windows)
Restarting the computer should kick the process free.
