I read the User Guide for this and found the following:
Resize the Copy >> Use a supported mobile device (for example, iPhone / iPad) and use the camera to import the item to be "copied".

What else?
Possibly...
Open your favorite browser > type / enter Printer IP address into URL / Address bar
Tab Copy > Settings > Default Settings / Copy Defaults (wording can vary)
What else?
Install the full Driver Software
Scan the item
Save it to your computer
Open the file
Print in an available size
Preparation
If you have not done so, download-save-install the Full Feature Software / Full Driver for the printer
If using USB cable between the printer and the computer, disconnect the cable.
HP Easy Start Printer Setup Software
- Download-and-Save the printer software (Full Feature Software / HP Smart / Easy Start)
- Right-Click on the downloaded package and "Run as Administrator" to start the installation
- Reminder: If using Easy Start, select the Full Driver
About 2/3 of the way through the setup, you will be given the opportunity to select the software - select the "Full" driver set (as opposed to the basic driver).
If using USB: Connect the cable when instructed to do so (near the last part of the driver installation)
After the software is installed, Restart the computer and log in.
Full driver provides print and scan functions (even if HP Smart proves to be stubborn).

Hi Dragon-Fur,
Thanks for your long & detailed reply.
I think I've gone through everything you said to try, and here are my findings.
First the app on my Android phone, I thought this was just to copy photos, but can see it doe documents to, but have had very mixed results, trying to copy & resize A5 document up to A4.
First attempt it did the resize correctly, but the result was totally illegible, a complete blur.
Second attempt was clear and could be read, but it only printed half the document with an error from the HP Print Enabler.
Using web browser via the printer IP address, I have looked through everything and there are no copy options. There is a webscan option, but nothing for copying.
I then installed the full driver software. Again only scan options, nothing for copy, and nothing to scan & resize.
This does have more scanning options than the HP Smart app on Windows so this will be useful.
I see from the manual that it says this:
To make a large copy of a small original, scan the original into the computer, resize the image in the
scanning software, and then print a copy of the enlarged image.
What an absolute pain that would be every time.
So the only practical way to copy & enlarge is to use the app on a phone using the camera.

Agreed, not ideal.
The Copy in EWS was just an idea - now we know it is not a good idea (and is not available).
Printer does some things very well - others, apparently, not-so-much.
Unfortunately, we don't control the answers - at least not the limitations in a particular printer model.
Stay Safe.

Many thanks for your help, at least I now have a useable way to do this.
Also, who thought it was a good idea to put the power button on the back, where I have the printer located (same location as the printer it replaced) it is totally inaccessible!
Thanks again, and have a good day 👍
