Step 4 >> Use the HP Smart app to print, scan, copy, and fax

To copy (Android, iOS only), open the Copy tile, use the camera to capture a document or photo, select the size and number of copies, and then print the item in color or black and white.

What else?

Use Scan to create the content > Save the scan > Open and Print at Size

If the available options in Copy do not include what you need,

Scan the content - Optionally Edit the scan > Save the file

Open the saved file and Print at an available size presented by the application.

Reminder >> "Tray and Paper" > HP Smart Mobile requires the Paper Size & Type to be adjusted before the content is opened for print.

Example - HP Smart Mobile - iPadOS - Print Photo > Transform > Resize & Move > Select Resize option

Note that the print to size options available in HP Smart Mobile are less sophisticated than the options found in the Windows / MacOS versions of the apps.
