I cannot send/receive faxes via my HP Officejet 4650 all-in-one.  Printer/fax is connected via WiFi.  I have no landline/wired connection.

Hi,

Faxing from the printer requires connecting the printer to a phone line, it cannot be done wirelessly using the printer:

You may send faxes using HP Mobile Fax from the HP Smart app, currently offered as a free trial but will have a fee in the future, and allowing to send faxes only, not to receive any faxes:
