I have scanned via my printer many times and now when i log in (I don't even know why we have to do that), it wants to verify my identity with 10 questions. After answering them, it still won't let me in to scan. Why this new identity verification?

No idea.
Ten questions is excessive, even assuming there is some kind of security required for the method and the device (computer, tablet, phone, printer) you are using to scan.
One thing that can get you into trouble: If the destination is on a system on which there is no valid username AND password used to log into the account, lots of things might not work, including Scan operations that require a validated destination folder with the proper owner and permissions in place.
If this issue is "new", you are not stuck in an HP Smart login, you cannot continue, and you cannot identify the account you are trying to sign into >>
Try / Consider: Restart everything, including the router that controls your network.
Restarting everything won't fix something that is "broken" -- restarting all your stuff can untangle odd glitches and other mystery issues.
What else?
If you are initiating the Scan at the printer control panel, scanning to a Windows computer on which you have installed the Full Feature Software (note that the software must be functional), and you are already signed into your Windows account on the computer, there is not generally any additional sign-in.
Scan at the printer panel and save to computer , Scan using printer software (on a Windows computer)
If the printer software is not working as expected, Scan to the computer will fail, balk, spin, or misbehave in other ways.
If you need (want to) reload the printer software, scroll down (in this message) to the first of the two sections: 1) Remove / Install the full driver printer software
Scan to Email - Yes, there is a sign-in required that is usually handled in the Scan-to-Email Profile. If you have tripped over the email sign-in process (to your email account), depending on the email account (destination), you might have tripped over the email account's security requirement to use 2-step Verification and an App Password in place of your normal email account password. If you need / want an example of the Scan to Email profile setup in EWS, ask.
Scan to Network Folder - Yes, depending on the destination, that is, whether the network folder is on a local computer, a remote storage drive (for example a NAS), or a Cloud based folder, there might be additional sign-in required to provide access to the destination. Additionally, the folder must be "shared" to allow for read and write access.
HP Smart - Application - Windows, Mobile, MacOS - The caveat in this case is that HP Smart is not used "via the printer" -- Scans are started from the device you are using to scan the content. Regardless of the platform, the application does require that you have signed into your HP Account using the credentials for that account. I've seen the occasional "click the picture that has a street light (or other object) -- I've never been trapped in a ten question marathon.
The requirement to sign into HP Smart using your HP Account was initiated at the end of 2020.
One additional caveat to using HP Smart: All the devices on which you have the application installed must have the latest version of the application for that platform (Windows, Mobile (iOS, iPadOS, Android), MacOS). If any of the devices are harboring an "old" version of the HP Smart application, then sign-in, using the app, accessing the features that involve the app might fail on one or another of the devices.

Can't stand it? At least restart the printer and the computer and any device you can stand to be without for a short time.

Uninstall the printer software from Programs and Features
Restart the computer and log in
Install a fresh copy of the Full Feature Software / full driver printer software

If you have not done so, consider
- HP Full Feature Software / Full Driver printer software - supports printing and scanning from the web, printing in in other software and programs (for example, Word), and provides access to the full range of Printing Preferences / Shortcuts. The full driver adds at least two shortcuts to the Desktop: Printer Assistant and HP Scan. If the printer model includes built-in Fax hardware, the software supports the setup and use of the Fax driver. No Sign-in required.
If the full driver printer software is (already) installed but not working,
- Uninstall any printer software from Control Panel > icon view > Programs and Features
- Restart the computer and sign in.
Next,
- Check (for the Printer) in Devices and Printers > If found, Right-Click Printer and Remove -- If any changes are made, that is, you remove anything, Restart the computer and sign in.
Next,
- If using a printer USB cable between the printer and the computer, disconnect the cable before installing the printer software.

Installation
- Open File Explorer
- Navigate to the folder in which you saved the installation file (likely Downloads)
- Right-Click on the installation package and “Run as Administrator”
- If using a printer USB cable between the printer and the computer, connect the cable when instructed (near the end of the installation).
- After the software is installed, Restart the computer and log in

HP Universal Scan Full Feature Software adds OCR libraries to installed HP Scan software.
HPUS installs a new, full featured, (and separate) HP Scan software shortcut to the Desktop.
Note: HPUS can be installed as standalone or installed after the full feature printer software.
After the software is installed, Restart the computer and sign in
HP Universal Scan Software provides a larger GUI to make using the software easier on high-resolution screens. New features have been added to the main menu to help with navigating the settings.

Webscan – located in the Embedded Web Server (EWS) – No additional software
This option requires a network connection and EWS
You must have a valid (computer) destination, permission and access to the (computer) folder, and a user login account and password (sign-in options) on the computer.

NOTE: Webscan feature is not available on Laser printers
If the printer is on the network,
If the EWS feature is available on your printer,
First Time Use Only: Enable Webscan
Open your favorite browser > type / enter Printer IP address into URL / Address bar
Tab Settings > Security > Administrator Settings > Enable >> Check box next to Webscan
Click Apply to save any changes
Use Webscan
Open your favorite browser > type / enter Printer IP address into URL / Address bar
Tab Scan > Webscan
Set up Webscan the way you want it - for example, set the Source to ADF
Click Start Scan to scan your document / image using Webscan
After the scan is complete, Save the scan to your computer.
