I found a solution eventually.

The USB disk format required is MBR, PRIMARY, ACTIVE 

Download Rufus 4.3

Select the USB disk format settings as MS-DOS, MBR 

After formatting the disk it's ready for use.

Note that this is irrespective of disk size, manufacturer, or use case

The format specified selection is not available using Microsoft Windows for removable disk
