Product: HP scab jet 7650
Operating System: macOS 10.12 Sierra

I cannot find a driver to link an HP Scanjet 7650 to a Mac with Sierra 10.12.6 OS.  Is there any way this combination can be made to work?

Hi,

The scanner is supported on OS X 10.8 or earlier versions only, any later version is no longer supported and no drivers are available..

 

You may try the 3rd party VueScan application which seems to support your scanner:

https://www.hamrick.com/vuescan/hp_scanjet_7650.html#technical-information
