Mobile Fax comes with an Error Code interpreter --

Whether it helps depends on the error and the situation.

In this case, the exact error does not appear to be included in the list.

The list includes several "Something went wrong" error codes --

I found nothing (at this check) for "before the fax was sent".

I would guess that the initial connection to the destination failed.

In general, the only thing you can do is "try again later".
