Personal Testimonial - might be useless in the context of your experience

Every time Fax has failed on any of our printers, spanning years and several printer models, the cause of the failure has been traced back to a failed phone line either under the house, at the junction box on the outside of the house, or out on the phone lines.  

Check your phone line.

What else?

• Try a different two-wire phone cord
• Drag the printer to another room where you have a different phone line connection on the wall
• Slow down the transmission (Change the speed - see the user manual)
  
• Run the Fax Test > Reference:  Test fax setup with the HP Fax Test Service

• Read the Documents, Fixes, and what to check, adjust, try next.
