If you're running into this using HP Easy Scan, someone posted a solution in a separate thread: https://h30434.www3.hp.com/t5/Scanning-Faxing-Copying/Scan-saves-as-blank-pdf/m-p/8545931/highlight/...

Basically, when using HP Easy Scan, check the "Long-term preservation (PDF/A)" checkbox when saving as a PDF, and it won't be blank. (HP Smart forces you to sign in to an HP account just to scan, which I consider unacceptable, so I'd rather keep using HP Easy Scan.)

That said, I'm on Ventura 13.2 and PDF scans are saving fine from HP Easy Scan even without this PDF/A workaround. I did uninstall and reinstall drivers recently though, choosing macOS 13.0 from the software & drivers download page for my printer/scanner, downloading Basic Drivers > HP Easy Admin and using that to re-download and re-install HP Easy Scan and Essential Software (i.e. drivers). I also went to the macOS Printers & Scanners screen and removed the printer and re-added it. Everything works fine now, and it's not clear what exactly fixed it.

Since you're still on Ventura 13.0.1, I'd suggest also updating to the latest macOS Ventura 13.2. (Someone in the thread I posted said updating to 13.1 had fixed the problem for them.)
