Product: Officejet 6700 Premium
Operating System: Microsoft Windows 10 (64-bit)

The Officejet comes with software to scan and for OCR translation.  I have a piece of text as an image held on my computer.  Do I have to print that image and scan it into the Officejet to benefit from the OCR functionality, or is there any way that I can simply present the text image to the software and skip the printing?

You have to scan to ORC software. There are few other conversion software which allow you to convert PDF files to editable text files.
