Computer communicates fine with printer but not with scanner. Message pops up telling me to update the IP address. IP address for router is correct. Have tried numerous fixes including uninstalling and reinstalling numerous time. Very frustrated at this point

I am having the exact same problem; Windows 10, printer works fine, scanner suddenly stopped working. Getting error message every time I try to start the scanner. Scanning from the Windows 10 Fax and Scan app does not work, either.
I have tried all the suggested fixes: uninstalling and reinstalling software, making sure apps in Services are running, etc. that I have read in other forums. Nothing works so far.

I understand that you have an HP Officejet Pro 8600 e-All-in-One Printer and is connected to a network. I read that the printer prints fine bu does not scan and a message pops up to update the IP address.I appreciate the steps you have performed and have certainly done a good job.
I would like to know the following information to assist you better:
- Did any updates take place for the printer after which the issue started?
- Is the printer able to make copy?
Meanwhile, I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Disconnect the power cable from the printer while the printer is still ON.
- Disconnect any other cables if connected the printer.
- Press and hold the printer’s power button for 15 seconds.
- The printer should be directly connected to the wall outlet and not to a surge protector. Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
- Please download and run the HP Print and Scan Doctor software. HP Print and Scan Doctor is a free tool for Windows to help resolve printing and scanning problems.

Welcome to HP Support Forums. 🙂 I came across your post and would like to help.
I read that you have an HP Officejet Pro 8600 e-All-in-One Printer and the printing works fine but not scanning. Scanning from the Windows 10 Fax and Scan app does not work too. You have uninstalled and reinstalled the printer drivers, etc. Fabulous analysis. Spectacular diagnosis of the issue before posting. Kudos to you for that.
I would like to know the following information to assist you better:
- Is the printer connected via USB or to a wireless network?
- Is the printer able to make a copy?
- What is the exact error message you get while trying to scan?
- Have you tried to scan using the HP scan and Capture software?
I did some research and suggest you to perform the below steps:
- Disconnect the power cable from the printer while the printer is still ON.
- Disconnect any other cables if connected the printer.
- Press and hold the printer’s power button for 15 seconds.
- The printer should be directly connected to the wall outlet and not to a surge protector. Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
- Please download and run the HP Print and Scan Doctor software. HP Print and Scan Doctor is a free tool for Windows to help resolve printing and scanning problems.
If the printer is still unable to scan then I recommend to uninstall the printer drivers from the root level and then reinstall them. Please follow the below steps to uninstall:
- In Windows, search for and open Programs and Features.
- Select your HP printer.
- Select Uninstall.
- In Windows, search for and open Devices and Printers.
- In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
- Open up the run command with the "Windows Key + R" key combo.
- Type printui.exe /s and click OK.
- Click on Drivers tab.
- Look for HP Printer driver. If you see it click on it and click Remove at the bottom.
- Select OK.
- Select Apply and OK on the Print Server Properties windows.
- Close Devices and Printers.

I went through all the steps you suggested with no luck. The printer is connected wireless, it does copy and the error message I receive is:
Scanner Unreachable
Scanner connection cannot be established. If you installed the printer by IP address, then you might need to update address. Use the update address item in the start menu entry for this printer. Also discusses firewall disabling which I have tried. Thanks for your help but I am about done with this equipment. Could I buy a usb cord and do away with the wireless?
I have not tried using HP scan and Capture

It is not a browser issue. The Scan feature will not work from Windows 10. I just enabled Web printing to see if that would knock something loose, and it didn't. The HP Scan Doctor says it is fine, yet when I open Scan I keep getting the Error message.
I also downloaded the latest driver (again), and the problem persists.
I have followed every suggested solution you have offered.
I can still print and copy, though, just not scan.
