The touchscreen can be replaced by a qualified HP technician. Contact HP for support if the printer is under warranty:

The closest replacement model would be the HP OfficeJet Pro 9015 or the 9025 (if you scan a lot, this model is able to scan both sides in 1 pass on the ADF).
