When I scan and the scan goes to the documents file as a scan, I rename it but when I go to file the scan file in explorer and want to move it separate folder on my C Drive, why do I have to move it to a separate document folder, then move it to a sub-folder and then to another sub-folder, and then to another sub-folder and so on. Why can't I select the folder I want to file the document in from the document location in the main explorer file?

I have no idea why you cannot open File Explorer, select (go to) a folder and select the final destination in one action. It does seem laborious to select a folder and then hop it from one sub-folder to another to another.
If you are instead asking how to pre-select a destination folder during a scan operation, then what you can do depends on the software or application you are using to open, view, configure, and submit the job.
After the scan and before the save -- when File Explorer opens -- select (for example) a folder from the left column of the list. Standard folders are generally listed plus those folders you have added to Quick Access. Folders can be added to Quick Access from anywhere in the hierarchy.
HP Smart - Windows - Application
HP Smart does not, on its own, recognize or handle Custom Shortcuts or Presets. It does not provide direct access to customized destination folders - the save-to destination must be selected.
HP Scan - Windows - Software and part of the Full Feature Software
HP Scan recognizes (and can set) a Destination folder.
Example - HP Scan - Main Menu > More > Destination

HP Scan and Capture - Windows - Application - Requires the Full Feature Software to have been installed
HP Scan and Capture can be set to save Images or Documents it supports to a designated destination folder.
HP Scan and Capture > Settings > Preferences > Change default folder
