I set up the printer and I still get the message below.
"You cannot use this function because it has been disabled. For more information, contact the person who set up the printer. "

Welcome to the HP Support Community.
Try enabling the settings from the EWS page -
1) From the printer control panel, find out the IP address of the printer by touching (Wireless) or by printing a network configuration page.
2) In a supported web browser on your computer or a mobile device, type the IP address or hostname assigned to the printer.
For example, if the IP address is 192.168.0.12, type the following address into a Web browser: http://192.168.0.12.
3) Go the Settings tab and enable the Administrator Settings.
