Is it possible to create a shortcut to always send emails to the same address? I have try using scan to mail quick sets but I have this error message: when I click on send mail: "All addresses were rejected by the server". Thank you

Shortcut - Scan to Email - Same address
I do not see where you mentioned your printer model or operating system/version.
If you did, I may have missed it, or your post failed to include that information.

HP Smart / HP App - Shortcuts
The answer to your first question is Yes -- you can create an HP Smart HP App Shortcut to send email to the same address every time.
Example - HP Smart - Shortcuts - Create or Edit / Execute (Email)

Quick Sets - Scan to Email
Using EWS Quick Sets hints at your having a printer model that supports Digital Send for Scan to Email.

The Quick Set might be created to allow the sender to add the destination (receiver's email).
OR
The destination address can be hard-coded into the Quick Sets Profile.
See Step ② in the Quick Sets setup.

- Quick Sets, even as they are created using the Embedded Web Server (EWS), are run on the printer.
and
- Quick Sets are governed by your email’s security protocols that prohibit or, at the least, restrict support for jobs sent from the machine (printer) to the machine (email provider’s servers). This machine to machine environment necessitates the creation and use of an App Password.
- The App Password is created at your email provider's account in the account's security section. The App Password is then used in the Quick Set in place of the email login's normal password.
- If a "known to be good" App Password stops working --
- Sign into your email account,
- Go to your email's security section,
- Switch OFF 2FA (2-step verification) ,
- Wait a couple of minutes,
- Switch ON 2FA (2-step verification),
- Back in EWS, Edit your Quick Set > Replace the old App Password with the newly created App Password
