HP 8600 direct connected to a MAC OS Big Sur 11.5.
When attempting to scan, I receive the notice; You do not have permission to open the app. "HP Scanner 3", & followed by the error msg. scanner not connected to device.
Apple support tried but was unable to resolve.
Downloaded HP APP suggested for fix=nothing.

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
- Are the printer and Mac connected to the same network?
- Are you scanning from HP smart app?
- Could you please share the screenshot of the error message?

HP ENVY 7640 via the network... The mac is running MAC OS Big Sur 11.5.1... The printer recognizes "HP Easy Scan" and "HP smart" with no issues, BUT when I attempt to initiate/open Image Capture, I keep getting an error message:
You do not have permission to open the app. "HP Scanner 3", & followed by the error msg. scanner not connected to device.
Failed to open to the device (-21345) ...
I deleted "all" the plist files related to Image Capture i.e "com.apple.Image_Capture.plist" and then rebooted hoping this would resolve the issue... It, didn't... Can any one shed light on what other options available...

Thank you for posting back.
- Have you tried updating the printer and Mac software? Update the firmware on an HP printer
- Did you restart the devices and check driver scan settings?
Restarting the computer and printer can restore the scan connection and scan options, then check the scanning settings on the Mac.

Turn off the printer.

Make sure the printer power cord connects directly to an electrical outlet and not through a surge protector or power strip.

Close all running programs on the computer, then restart the computer.

Turn on the printer.

On the Mac, open Finder
, click Go in the top menu bar, click Applications, double-click the HP folder, then double-click HP Utility. -
Under Scan to Computer, make sure the Enable Scan to Computer check box is selected. Try to scan.
Also, check with your Internet service provider if your router is able to forward 'Bonjour packets'.
Bonjour locates devices such as printers, other computers, and the services that those devices offer on a local network using multicast Domain Name System (mDNS) service records. The software comes built-in with Apple's macOS and iOS operating systems.

Thank you... I am a certified Macintosh technician... I do this all day! Everything you suggested is elementary... I have tried every possible variation imaginable! I'm confident there is a question in the coding on MacOS 11.5.1 that's preventing "Macintosh Image Capture Version 8:" to initiate...
There hasn't been an update of firmware or new driver since mid 2020 from HP... The drivers are not compatible with MacOS 11.5.1... This is a matter of engineers updating drivers and firmware for HP hardware as well as Apple to look at coding that is disallowing the program to work...

I had/have no luck contacting HP.
However a FED employee created a work-around, but also informed me the "scanner 3" is a chinese malware created and imported by HP and/or Microsoft, and is difficult to dislodge.
