Let's uninstall all HP using HP easy start - https://support.hp.com/us-en/document/ish_1980013-1980057-16
Next, use the apple image capture app from the app store, once it is done reinstall HP easy scan app and check the scanning functionality.

Okay, I figured out how to fix the problem. First you need a program called "Find Any File" ... With that, type in: any and all HP plist files and others. The program will show everything. You then need to delete any file related to HP. Just using the uninstall provide by HP will not remove compromised files. You actually have to do this manually.
The good news is once all HP files are removed which includes the actual printer/scanner in your Systems Preferences (printers & scanners), you can then reinstall the lasted drivers and firm where.
There are no shortcuts to this, in order to be able to run "image capture or HP easy scan", you need to do this. Then the HP software will work flawlessly.
