Common problems HP Solution Center not working : Adobe Flash Player Error and Unable to scan
We would like to share some of the most frequently asked questions about HP Solution Center not working : Adobe Flash Player Error and Unable to Scan.
HP Recommended
HP ScanJet Pro 3500 f1 Flatbed Scanner

I have a new computer that is fully updated to Windows 11 Pro 24H2.

Hardware Firmware
The device has Firmware 3.60 installed.

Driver and Software:
HP ScanJet Pro 3500 f1 Flatbed Scanner Full Feature Software and Driver  version 39.5.83
latest driver installed.

After the Windows 11 24H2 update, the HP Scanjet 3500 f1 is not recognized by the computer. When it is recognized, there are 2 devices in the device manager.

1- HP HP Scanjet Pro 3500 f1
Driver example path: ESCL SWD\ESCLUSB\{73335D48-3EC1-5160-88B7-9A2EE59EC692}

2- HP Scanjet Pro 3500 f1
Driver example path: USB\VID_03F0&PID_5305&MI_00\7&1FB2F716&11&C000

When there are two devices like this, the software gets confused. I guess it can't decide whether to pass ESCL or USB device.

I can temporarily solve the problem as follows:

I removed the ESCL device from the device manager.

I entered the Group Policy Manager with gpedit.msc;

Computer Configuration > Administrative Templates > System > Device Installation > Device Installation Restrictions

and from the section
"Prevent installation of specific devices" → Double click → Enable.
and "In the Add Device Descriptor section", I added the ESCL Device.

With this option, I prevent the ESCL driver from being installed again by defining a policy rule.

Now, there is only 1 HP Scanjet Pro 3500 f1 device in the device manager.

This is the device with the Driver example path: USB\VID_03F0&PID_5305&MI_00\7&1FB2F716&11&C000.

The scanning program works without problems in this way. However, as I said, this is a temporary solution. If I turn the scanner device off and on again during the day, it is not recognized immediately. If I wait for the timeout period, it is recognized after 3-5 minutes. Sometimes it is not recognized at all. If you restart the computer, the problem is fixed. In other words, when the device tries to Reattach, it somehow fails to recognize the USB ID. To overcome this, the operating system and the computer need to be restarted.

When the problem occurs, the Event Log shows:
Event 3502 error:
Device Association (Pairing) Failed.

via spoolsv.exe
ProtocolError: 2154037265

also can not detect device from  HP Print and Scan Doctor 5.0.18.

Another problem is that I set the sleep mode section of the power saving application for the HP ScanjetPro 3500 F1 to 1 hour. The shut down section is set to 8 hours. When the scanner enters sleep mode, it wakes up when I open the HP Scan application. and it works normally. However, when I try after 2-3 hours, it does not wake up when I start the HP Scan application and it does not return to normal. However, the strange thing is that the device does not respond when I try to turn it off with the hardware power button. I can only cut off the power by unplugging it. In other words, this scanner also has a problem with power saving mode.

There is no solution option that I have not tried so far.

Can any HP engineer please address the issue in detail?
