It sounds like you're experiencing connectivity issues with your HP OfficeJet 4650 scanner. Here are some steps you can take to troubleshoot and resolve the issue.

 

Check Connections:

  • Ensure the printer is properly connected to your computer or network.
  • If using a USB connection, make sure the cable is securely plugged into both the printer and the computer.
  • If using a wireless connection, ensure the printer is connected to the same Wi-Fi network as your computer.

Restart Devices:

  • Restart both your computer and the printer. This can often resolve connectivity issues.

Check Scanner Status:

  • Make sure the scanner is not already in use by another application.
  • Open the HP Print and Scan Doctor tool (available from HP's website) to diagnose and fix scanner issues.

Update Drivers and Software:

  • Go to the HP support website and check for any available updates for your printer's drivers and software.
  • Install any updates and restart your computer if necessary.

Reinstall Scanner Drivers:

  • Uninstall the current scanner drivers from your computer.
  • Download and install the latest drivers from the HP support website.

Firewall and Security Software:

  • Ensure that your firewall or security software is not blocking the scanner.
  • Temporarily disable the firewall or security software to see if the scanner connects.

Check Network Settings:

  • If you're using a network connection, check the printer's IP address and ensure it hasn't changed.
  • Reconfigure the printer's network settings if necessary.

Use Windows Troubleshooter:

  • Go to Settings > Update & Security > Troubleshoot.
  • Select "Printer" and run the troubleshooter to detect and fix any issues.

I had the same problem: HP Smart stopped being able to do scans (OfficeJet 4650 connected to a Windows computer). It had been working for years before today.

 

Unplugging/re-plugging the printer did not help.
Scan Doctor indicated a failure at the "HP Scan" step.

 

I installed latest firmware and also ran the "Print and Scan Driver" utility (Full_Webpack-40.15.1231_1-OJ4650_Full_Webpack.exe).

 

Note: the "Print and Scan Driver" utility got as far as the "Activation" step and then it displayed a blank window. When I clicked to close the Window, it offered me a link to resume later. I closed the window and then pasted the "resume" link into a browser. This seems to lead me to installing HP Smart, which I already have.

 

But now the scanner works, or at least Scan Doctor was able to do a Test Scan, which I used to do to scan a real document and save it as a PDF.  The weird thing is, HP Smart still gives the same error. Maybe that will be fixed if I reboot my computer? But if all else fails, it seems like I can scan if I use Scan Doctor to do a "Test Scan"
