Hi, i'm having a similar problem. My scanner worked until i cancelled in the middle of a scan. Printing is fine.
Now i get the message, "the scanner is in use by application (null -9925)". I did the steps you recommended: turn off/on, unplug while on, delete/add printers, try to scan w EasyScan, try to scan w WebScan. I get the above message when i try to scan using "system preferences" or "HP EasyScan." Now that i tried to scan w WebScan, it says "You cannot use this function because it has been disabled. For more information, contact your network administrator or the person who set up the printer."
I am on Mac, OS 10.13.6.
My copier and printer work fine. I checked, and there are no firmware updates available for my printer. After doing the above steps, I also unplugged the printer for 2 hours, replugged it, and continue to get same scanner error.
Sorry for crashing on your thread, but i have similar problem, and used same diagnostics.

HI THANK YOU! I tried Mac Image Capture, which did not work, gave same error.
Realized i should re-boot my Mac, duh sorry i should have figured that out.
Re-booted Mac. Un/replugged printer. Scanner works fine.
