Can my HP 5055 scan negative color film and black and white film?

No, not really.  The HP Envy 5055 is a printer and not built for the purpose of scanning film.

Your best option is to get a scanner that has the backlight in it designed for scanning slides and negatives. They will usually have better optics and higher scanning dpi for this purpose.
