The new HP app will not open and tells me to enable local permissions. Local permissions for full disk access and for bluetooth have been enabled. I have tried rebooting the Mac, the printer, the router, in every possible order. I have turned off all of the local permissions and re-enabled them several times. I have no problem printing. What is the answer?

Ensure HP Software Is Up-to-date: Make sure you have the latest version of the HP Smart app or any specific scanning software recommended by HP. You can download the latest software from the HP website: HP Software and Drivers.
Re-add the Printer:
- Go to "System Preferences" > "Printers & Scanners".
- Select the printer from the list and click the "-" button to remove it.
- Re-add your printer using the "+" button. Ensure you select the correct driver during setup.
HP Easy Scan Usage: If you haven't already, try using HP Easy Scan, which is specifically designed for scanning documents with HP printers. You can find it on the Mac App Store.
HP Utility Settings:
- Open the HP Utility app on your Mac.
- Select your printer and then click "Scan to Computer".
- Make sure "Enable Scan to Computer" is checked.
Firewall and Security Settings: Double-check that no firewall or security settings are blocking the communication between your Mac and the printer.
Check for macOS Updates: Sometimes updating macOS can solve compatibility issues. Ensure your system is up-to-date by checking for updates under "System Preferences" > "Software Update".
Use Image Capture: macOS comes with an application called Image Capture, which can be found in the Applications folder. Open this application and see if your HP scanner appears as a device. Try scanning from there.

I was having the sme problem, HP Scan does not work. I have the HP: Print and Support App that requires you to sign in. Once I did that, I was able to scan things and save them. A bit more tedious but my Printer, an MFP M477 is no longer supported by HP.

I had a similar experience with our MFP M283fdw. After upgrading to Tahoe, printing still worked but scanning did not; the system treated the device simply as a printer.
I deleted the printer and re-added it, then found there was no driver available. I opened the HP Print and Support app, and had to create a new HP account to use it (I had an old one that had apparently expired). Then printing and scanning worked again, both inside the app and outside of it with standard tools like Preview and Image Capture. I suspect that the app installed the right driver.
I noticed that the list in the Printers and Scanners utility now listed the driver as "Bonjour Multifunction" rather than just "Bonjour". I suspect that is a significant difference.
