Yes.
You do have to have the computer online long enough to download and install the full driver printer software.
The full driver includes HP Scan -- there is no "sign-in" and generally no requirement that you be "online".
The printer must be accessible to the computer.
The printer must be connected to your local network, (or) connected to the computer via Wi-Fi Direct, or connected to the computer with a USB cable.
