The specs for the scanner are 1200x1200 optical but in hp smarts the max is 300 dpi. What am I missing?
please help me make sense of this.

If you were using Windows and the full driver printer software, the content could be scanned at a higher resolution.
Windows also supports scanning using the old Paint (mspaint) software to scan at higher DPI / resolutions.
Mobile printing / scanning uses the features available on the printer - for example, 300 DPI.
Example - HP Smart - Mobile - iPADOS - Source = Scanner (printer) - PDF / Image

You are welcome.
There certainly might be a way to do this - depending on your device, there might be "an app for that". I've not checked into this in some time so I cannot make any recommendations that are not PC based.
