Why is it I can scan to email at any dpi, but I can only scan to a network folder at 75dpi. I'm running MacOS 10.13.4 and have the latest firmware and driver software from HP installed (March, 2018).

The crux of the problem is that SMBv1 is no longer supported in macOS High Sierra.
There is an early release firmware (not public) that addresses this issue.

The printer firmware to address this issue has been posted publicly for the M477, M426 and M427.
Please go to support.hp.com/drivers select Printer and type in your printer model. The exact printer name should autofill.
On the driver page select Mac OS and 10.14.
Then open teh firmware section.
Download and install the firmware updater.
