Operating System: Microsoft Windows 10 (64-bit)

When I scan with the top cover open, I get an error message that there is a paper jam.

However, sometimes, when I turn off the printer, remove the power plug, and leave the cover open ... and then turn on the printer/scanner ... it scans with the top cover open!

Also, it seems to help to turn off the HP, open the top cover, and then turn on the HP with cover up. Then. it usually lets me scan with the top cover open.
