Scan and save the content at size.

Next,
1) Print the content at the size you want
OR
2) Reduce the size of the saved file

The first option is more perhaps a better solution for mid or low density scans (content scanned at 300 dpi or less) or older content (for example, old photographs).

The second option is (at least) available in supported versions of Windows using an appropriate Photo Edit and Print software.
