When I use my phone to scan from HP OFFICEJET PRO 9010 series glass top, I save the scan to file and a link is created.  I want it to be a pdf and not a link.  Is that possible or will I have to do some conversion of the link in Adobe to get the pdf format?

I've not seen what you describe.

The application you are using should be able to select -- or even edit -- a Save destination.

I generally store scanned content locally, perhaps in Files (iPhone / iPad option.

-- What else? --

If, for example, you store your scans to a Cloud account and your Cloud account is set to "maximize" the space on your local device, the actual file might be stored in your Cloud Account on the provider's servers (massive remote storage units dedicated to storing Cloud data for customers).  In this scenario, a link to the actual file will be placed on your device.

If this is what is happening, the solution is to change the destination, that is, the Save location of the scanned content so it is kept on your device (some folder / location on the phone).

OR

If you have sufficient room on your device, you can switch off the "maximize" setting -- Scanning (and other similar tasks) will then Save both a Cloud copy and a local copy of the file.

Find files on your iPhone or iPad
