Printer dialog box in the second Mac on our wireless network doesn't show buttons for Scan and can't access Utilities. All functions show and work on the first Mac, where printer was originally installed. First Mac's "Shared" button is checked. How make all functions available to the second Mac?

Thanks for using the HP Forums.
Can you try this:
From the Applications folder delete any existing HP Scan or HP Easy Scan app.
Delete HP Scan or HP Easy Scan by moving it to trash, then empty the trash.
Ensure the latest software is installed, use this link for your printer:
macOS X : HP Easy Scan

Also, make sure that your drivers are up to date
> Click on the Apple icon, select About this Mac and then press Software Update
>Click Store on the top menu bar, click Reload Page, click Update All if any updated are available.

You put us on the path to the solution! Thank you. As we looked further at the situation we decided to not have the printer appear on the second computer as secondary to the first computer (i.e., shared on the network by permission of the first and thus, among other things, ineligible to scan and to use Utilities). We deleted the printer from the second computer and then went to 1234.hp.com/oj4650, the URL in HP's setup instructions, to set it up independently on the second computer. That did it.
I am sure your solution would have worked too, and I am grateful for your advice.

My pleasure. By the way, even though you speak only for yourself, you might like to know as an HP employee that installation of this little printer (OJ 4655) was flawless—smooth and easy, with none of the wireless hangups and other annoyances that some reviewers report about practically every printer of every price from every maker.
