Just figured it out for my office. Make sure you've got HP scan and your driver pack installed via HP's website. You've gotta open device manager, find at the bottom under "Universal Serial Bus Controllers" There will be 2 options for USB Printer support I'm not sure which one it is specifically so do this for both of them.
Open its properties and follow these steps
Update Driver
Let me pick from a list of available drivers on my computer
(If it brings up the long list of devices choose universal serial bus controllers)
If not then just press Have disk
Next to the selected path press Browse
Open this pathing C:\Program Files\HP\HP Scan\DriverStore\HPScanUnusedStubDriver
There is an .inf that says unused but it is the correct USB Driver to use.
you'll need to select your scanner, if it only has one scanjet option use that.
Once installed to the correct one it will request a reboot.
You may need to reinstall the drivers to your Imaging Device via device manager but you should be set after this

I tested the above and did not work. Unfortunately, even the two new Windows 24H2 updates released on November 12th, did not fix the problem either. Still awaiting from level 2/3 support but I do know they did tell me rolling back is an option but way too many workstations in multiple cities to do this. Hopefully an update will come soon.

First, make sure this December 10, 2024 was installed:
KB5048667
Restart after confirming.
TODAY:
I spoke to HP support and the following will need to be tested.
via admin, go to command prompt
Run the command:
pnputil /delete-driver escl.inf /uninstall /force
You will get a
Driver package installed
Failed to delete driver package: the specified file is not an installed OEM INF.
Try scanning again and see if it works. You can also check on Device Manager under Imaging Device and making sure only ONE is showing for your printer and not two devices. If it shows (USB) this is HPEsclscan.inf, if it shows no (USB) then it uses escl.inf. The goal is to make sure eSCL.inf is uninstalled.
Tested with HP and we are 1 worked and 1 failed. So, 50/50.
We did a lot of troubleshooting for the one that failed but nada.
But please share your experience and if it worked for you.

Just to make sure, when you go to Device Manager and under Imaging Devices, if you see your scanner, it must be the one with (USB) after it. If you see that and another, delete the other one without the (USB) on it.
After running the pnputil script, you may want to restart.

Today is Jan 19, 2025.
I have brand a new ScanJet Enterprise Flow N6600 fnw1.
After lots of fussing around with drivers etc, Windows 11 will occasionally recognize the scanner and allow me to run the HP scan application.
However, it seems like the scanner installation remains incomplete, because HP's OCR functionality (bundled in with the install webpack) does not appear when I run the "HP Scan" app.
I notice that there is an HP driver that Windows Update is looking to install, but the installation of that driver keeps failing.
HP USB Driver 48.2.4483.1963
I strongly believe that this is a compatibility issue with Win 11, because I can install the scanner and software on my Win10 machine with no issues.
Very frustrated here.

Same here with the Scanjet 3600. It irks me that HP is deafeningly silent about this..They could at least acknowledge there is a problem with scanners and the 24H2 Windows 11 update.
With regard to a viable solution, @Alessio_P, I wouldn't call my workaround that. But for now I got the scanner to function by buying a Windows 10 Home license (7$) and installing it on a virtual machine on the Windows 11 notebook, VMWare Workstation Player to be specific. I save all the scanned documents to the Desktop of the guest machine and then drag files to the Desktop of the host. Depending on your skills, this might sound a bit intimidating, but it isn't complex. It's still a bit of a hassle, though.
