Welcome to the HP Community --

 

It does not appear that the 2-sided fax feature is directly supported in this model series.

 

The option is not mentioned in the support documents:

Printer Specifications for HP Officejet 8600, Pro 8610, 8620, 8630, 8640, 8660 Printers

User Guide - HP OfficeJet Pro 8610/8620/8630

 

Note: 

You might be able to use the option to send a Fax using the full driver printer software on your computer.

Sending a fax using this method means there is no need to feed papers - front side / back side - into the printer ADF.

Re-Check the Embedded Web Server (EWS) Basic Fax Settings

 

Open your Browser > Type / enter the Printer IP address into URL / Address bar

Tab Fax > Basic Fax Settings
