I think your machine can only do single side printing.  Check out the spec sheet for this model

Indeed, the printer only supports automatic duplex printing, duplex scanning is supported by the HP 6970 printer model only for that series.

 

You may manually scan on both sides using the HP Easy Scan app (which is not currently supported on 10.15 Catalina)

From the Presets menu click on Scan Settings, set the source as Automatic Document Feeder (ADF) and then you may select to manually scan on both sides.
