A license will be required.  Do not attempt to get a keygen to avoid the license fee as you will end up with a virus.

 

 

You should be able to use the windows 7 64 bit HP drivers here

https://support.hp.com/us-en/drivers/hp-scanjet-5590-digital-flatbed-scanner-series/377689

 

select windows 7 x 64 and "Open all"

get the basic driver and the twain and apply the patches if wanted.
