I have used the print, scan, and fax features on my HP printer 9130 without the HP Smart application until just a week ago.

After spending several hours with technical support, who accessed my PC remotely, I discovered that configuring the printer without the HP Smart app was impossible. This application complicates the process instead of making it easier, as it adds extra steps and prevents me from faxing any documents without logging into HP. Additionally, I have privacy concerns; HP does not need to know when or what I scan, fax, or print. The poor service forces users to rely on HP, requiring them to log into an HP account. 

 

 I have to log  in the my HP account just to scan on my home printer Bring back the offline full function app to scan, print and fax as a self service process How do I switch this off, it isn't something I requested? Thanks

I understand your HP OfficeJet Pro 9130 now requiring HP Smart login when you previously used print, scan, and fax without it. Let’s go through a few checks.

Before we proceed:
Is your printer enrolled in HP+ (HP Plus)?

Meanwhile, you can follow these steps:

Step 1: Confirm Whether HP+ Is Activated

  • Open the HP app.
  • Select your printer.
  • Go to Printer Settings > Account or Web Services.
  • Check if HP+ or Instant Ink enrollment is shown as active.

If HP+ was activated during setup, cloud account sign-in becomes required and cannot be disabled later.

Step 2: Remove the HP Smart App (If Not HP+)

  • If HP+ is NOT activated:
  • Press Windows + I.
  • Go to Apps > Installed apps.
  • Find HP Smart.
  • Click Uninstall.
  • Restart the PC.

You can then install the full feature driver package instead.

Step 3: Install the Full Feature Driver (Non-HP Smart Setup)

  • Go to the HP Support website.
  • Search for “HP OfficeJet Pro 9130 driver.”
  • Select your Windows version.
  • Download the Full Feature Software and Drivers package.
  • Run the installer and choose traditional driver setup.
  • This allows scanning via:
  • Windows Fax and Scan
  • HP Scan (desktop utility)
  • Windows Scan app

No HP account login is required for basic local scanning if HP+ is not enabled.

Step 4: Scan Without HP Smart

  • After driver installation:
  • Press Start.
  • Open Windows Scan or Windows Fax and Scan.
  • Select your HP 9130.
  • Choose Scan.
  • Faxing can also be accessed through:
    Control Panel > Devices and Printers > Right-click printer > Printer Properties > Fax settings.

Step 5: If HP+ Is Enabled

  • If the printer was activated as HP+, the cloud-based model cannot be reverted to standard mode. HP+ enrollment permanently links the printer to an HP account.
  • In that case:
  • You must stay signed into the HP app for certain functions.
  • Traditional offline-only mode cannot be restored.

Please confirm whether HP+ shows as enabled, and I’ll guide you accordingly.

Hi Kurio

 

I finally figured out what the issue is.

 

The universal fax driver will not connect to the fax function on the printer.  The only way to send a fax is by using the mobile fax feature in the HP smart app after you log into the account  

Need to fix your universal fax driver.

I am still unable to make the printer scan or fax despite attempting to reinstall Windows 11. Currently, I am encountering a new error indicating that I am unable to register the printer even after signing in.

Here are my results to your suggestions.

 

 

Step 1: Verify if HP+ Is Activated

Open the HP application. Select your printer. Navigate to Printer Settings > Account or Web Services. Confirm whether HP+ or Instant Ink enrollment is indicated as active. If HP+ was activated during the initial setup, signing into the cloud account becomes mandatory and cannot be deactivated later.

 

Not Activated

 

Step 2: Uninstall the HP Smart App (If HP+ Is Not Activated)

If HP+ is NOT activated: Press Windows + I. Navigate to Apps > Installed apps. Locate HP Smart. Click on Uninstall. Restart your PC. You may then proceed to install the full feature driver package instead.

Uninstalled rebooted

 

Step 3: Install the Full Feature Driver (Non-HP Smart Setup)

Visit the HP Support website. Search for “HP OfficeJet Pro 9130 driver.” Choose your Windows version. Execute the installer and opt for traditional driver setup.

 

I downloaded

 

HP OfficeJet Pro 9130 series EasyStart Printer Setup Software - Offline Use Only.

Once I initiated the installation, it detected the printer; however, it fails to load or install any of the drivers.

Thus, the installation does not complete.

 

If I utilize the HP Universal Scan - Full Feature Software and Driver,

 

It also detects the printer, but I subsequently encounter the unsuccessful network installation error. Therefore, I am unable to proceed to the next steps.

Troubleshooting steps:

  • Customer uninstalled HP Smart app and installed HP Office Pro 9135 Easy Start software as instructed.
  • Attempted to send fax using universal fax driver; fax spools then cancels without sending.
  • Verified printer connection via Ethernet and WiFi; printer can print and scan but fax via driver fails.
  • Customer tried connecting printer to WiFi and used IP address; driver still cannot communicate with printer for fax.
  • Customer demonstrated fax attempt and cancellation to agent via video and remote session.
